The Maryland Community Development Administration (CDA) offers first-time homebuyers the chance to obtain a 30-year fixed-rate mortgage with interest rates lower than current market rate.

CDA Maryland Mortgage Program borrowers may also be eligible for the DPSEL, which is given in the form of a zero percent deferred junior lien.

We are approved by the U. S. Department of Housing and Urban Development (HUD) to provide counseling, education and advice in housing issues to new and existing homeowners.

This program provides loans for homeowners to buy out or redeem ground leases in Baltimore and other areas of Maryland.

Homebuyers who have disabilities or children with disabilities may qualify for a low-interest mortgage loan through this program. The term of the loan will be 40 years, but mortgage insurance is not required. Homebuyers must be able to present a Certificate of Disability and meet all other program requirements.

The MMP Plus programs are grants which may be obtained in conjunction with a MMP first mortgage. Either a 2% or a 3% option may be chosen without paying extra points on the loan. In most cases, the grants are allowed to be used only for closing costs, not for an FHA minimum down payment. The 2% grant caps at 2% of the total amount of the mortgage and comes with a 30-year term on the mortgage. The 3% option is similar, but the borrower may choose between a 30-year or a 40-year term on their MMP first mortgage.

The Partner Match is a cooperative effort to help Maryland residents with the up-front costs of purchasing their home. CDA will match up to $5,000 of any funds which are contributed by participating partners such as employers or community development organizations. The state housing department will double the match if the borrower can qualify for Smart Keys 4 Employees.
