Downpayment Assistance Program (DAP)

Borrowers who use the Homebuyer Mortgage Program may also apply for the DAP if they need help with their down payment and/or closing costs. After the borrowers attend a homebuyer education course and meet income eligibility requirements, they can secure a low-interest second mortgage through the DAP to cover many of the up-front costs of purchasing a home.

Emergency Mortgage Assistance Program (EMAP)

The EMAP program is available to homeowners who, through temporary financial hardship beyond their control, become unable to make their mortgage payments. Assistance comes in the form of a loan for both the initial amount it takes to bring the mortgage current and ongoing monthly help with the mortgage payment for up to 60 months. Repayment of the EMAP loan will be deferred until the homeowner's financial situation improves. Several eligibility requirements apply.

Fair Alternative Mortgage Lending Initiative

The Connecticut FAMLIES program helps homeowners refinance a delinquent fixed or adjustable rate mortgage. Refinancing with CHFA results in a 30-year fixed-rate mortgage with the same interest rate that other CHFA borrowers pay. Refinancing opportunities are limited by existing funding. Income, purchase price, and other limits apply.

Foreclosure Prevention Counselors

We are approved by the U. S. Department of Housing and Urban Development (HUD) to provide counseling, education and advice in housing issues to new and existing homeowners.

Home of Your Own (HOYO)

First-time homebuyers with disabilities may receive assistance with their own 30-year fixed-rate mortgage. Buyers must provide proof of disability and meet other eligibility requirements.

Homebuyer Mortgage Program

The Homebuyer Mortgage Program is for all first-time homebuyers, but it also helps prior homeowners purchase homes in certain targeted areas of the state. Borrowers may also benefit from the Downpayment Assistance Program (DAP). Income and purchase price limits apply.

Homeownership and Downpayment Assistance Program

First-time homebuyers may receive preferred loan terms by seeking to purchase a home in certain areas of Manchester. After completing a homebuyer education course, borrowers can benefit from both a lower interest rate on the first mortgage and a zero percent second mortgage. The second mortgage, issued to help with the up-front costs of purchasing a home, may be forgivable under certain conditions. Income and purchase price limits apply.

Homeownership Program

This program provides mortgage assistance specifically for public housing residents. After attending a homebuyer education course, borrowers may obtain a 30-year fixed mortgage at current market interest rates.

Military Homeownership Program

Current and former members of the US Armed Forces who are also first-time homebuyers may find favorable mortgage terms with this CHFA program. Unmarried surviving spouses and civil-union partners of military personnel may also apply for assistance. Discharges must have been under conditions other than dishonorable, and deaths must have been service-related. Veterans who have never received a mortgage financed by a Mortgage Revenue Bond may be exempt from the first-time homebuyer provision. Other terms and conditions apply.

Mobile Manufactured Home Loan Program

CHFA loans specifically designed for the purchase of mobile homes are now available while funding lasts. Mobile homes must have been built after 1976 and must be in state-licensed mobile home parks. Eligible borrowers must be first-time homebuyers and must come up with 30 percent of the purchase price on their own.

Police Homeownership Program

Local or state police officers who wish to purchase homes in certain areas may be eligible for a low-interest CHFA mortgage. This program works specifically with certain municipalities who have voted for a resolution to encourage a greater police presence in their area. Officers may or may not need to be first-time homebuyers, depending on the location of their future home.

Rehabilitation Mortgage Loan Program

This program enables Connecticut residents to obtain a new mortgage or refinancing for a house in need of significant repairs. New homebuyers may apply for both the mortgage and rehabilitation funds. Homeowners who refinance through this program can receive both funds to pay off the existing mortgage and funds to repair the home. Income limits apply, except in targeted areas of the state.

Section 8 Housing Choice Voucher Homeownership Program

Recipients of Section Eight funds may now be able to apply them toward a new mortgage. Low interest rates and down-payment assistance can bridge the gap between renting and homeownership for qualified buyers.

SmartMove Homeownership Fund Second Mortgage Program

CHFA borrowers in certain areas may benefit from this program, which offers down-payment assistance in the form of a low-interest second mortgage. Low- to moderate-income homebuyers in Fairfield county or some areas of New Haven and Litchfield counties can use their second mortgage to cover the entire 20 percent down payment required to avoid having to obtain mortgage insurance.

Teachers Mortgage Assistance Program

Qualified Connecticut teachers who are also first-time homebuyers can apply for a low-interest mortgage with this program. Most terms of the basic Homebuyer Mortgage Program apply, although teachers who buy their first home in certain areas may be able to bypass the income limits.

Urban Rehabilitation Homeownership (URHOME) Program

This program makes funds available for purchasing or rehabbing a home in one of six key areas of Connecticut. Eligible borrowers include state and municipal employees. Employees in the private sector may also apply if their employer agrees to contribute to the up-front costs of obtaining the loan.
